[Gpe-list] unable to file bug report

I just tried to file a bug report against the GPE contacts program.

But when I do so, I get a page asaying that a legal value was not set
for the target milestone.

1. I don't imagine that it's really intended that the bug submitter
fill in the value of the target milestone.
2. The target milestone is a drop down list, which is empty -- so even
if I _try_ to fill in a value when I submit the bug report, I can't.
