[Gpe-list] Is translationproject.org used for updating translation files?

Since, I haven't gotten a answer let me clarify myself a bit.
There is an old (dating back to 2006) conversation
(http://lists.linuxtogo.org/pipermail/gpe-list/2006-November/000008.html) on the list where Florian explains that one should use translationproject.org.
Currently, it seems like the templates are not updated there (or in CVS
for that matter). Also, all necessary packages are not there, for
instance libgpepimc.
What is the current procedure for updating translations? Update via CVS
or translationproject?
If translationproject is used who is responsible to update the templates
and adding the packages that are not there?
